In 1984, the Party manages to watch all members with a suspicious eye. The first mention of this absence of privacy is contained in the caption under the poster of Big Brother that reads “Big Brother is reflection You” (5). Big Brother is the leading figure that represents the party, and the caption is meant to rebuke members of their actions. Another tool of the Party to obstruct privacy is the practice of law meat cleavers. Winston describes the scene: “In the far distance a helicopter skimmed down between the roofs, hovered for an instant like a blue-bottle, and darted away again with a curving flight. It was the Police Patrol, snooping in people’s windows” (6). Winston then mentions the real threat to privacy: “The patriots did not matter, however. Only the Thought Police mattered” (6). He continues to justify the instrument used by the thought police:
