This article was about how disproportionate imitation exists among minority students in special precept, particularly with African American students. The authors provided a report about disproportionality and the many factors that convey to this job in schools. The provisions of IDEA 2004 mandate that states closely reminder overrepresentation of race and ethnicity. When such practices occur, it is required that policies and procedures are reviewed within the school to determine the causation of disproportionate representation. Although disproportionality is difficult to measure, the authors discussed evident patterns of how African American students are clearly overrepresented, specifically in the categories of psychic retardation and emotional disturbance. It is questionable that to some degree educators subscribe bias towards students of cultural differences, and they may mistake these differences as a cognitive or behavioral disability.



They refer these students for special education and the entire decision making process creates inappropriate appointment of minority students. Test bias is also an issue that the authors discussed in which language variations and examiner unfamiliarity could affect the scores of students from varied backgrounds. Risk factors like poverty and low socioeconomic status are also important to consider and can contribute to disproportionality among minority students. When students are from poverty stricken backgrounds, they will typically be taught by teachers with less experience in badly funded schools.
